How Do I Know If My Child Is Behind in Math? An NYC Parent's Guide (K–12)

What is normal, what isn't, and what to do next.

The short answer. In NYC, the cleanest single signal is the New York State Grade 3–8 math assessment level — a Level 1 or Level 2 (out of 4) is a real gap, not a slow-start fluke. Beyond that test: persistent confusion on grade-level content after six months of exposure, homework that takes twice as long as peers, "I hate math" repeated nightly, and report-card comments using "developing" or "needs support" all stack up. The good news: gaps caught in 3rd–5th grade close in 12–16 weeks with the right small-group support. Gaps left until 7th–8th grade take a full year. 1. The NYC math landscape: what your child is actually being taught
To know whether your child is behind, you have to know the baseline. In New York City, that baseline has shifted noticeably in the past three years. Three things to understand:
The standards. NYC public schools follow the New York State Next Generation Mathematics Learning Standards, the state's updated version of Common Core. These are the standards that drive what is taught and what is tested. They go grade by grade from kindergarten through Algebra II, and each grade has a small number of "major work" focus topics that the state explicitly expects students to master before moving on. The curriculum. Beginning in 2023–24, NYC Public Schools rolled out NYC Solves — a citywide initiative to put every middle school and many elementary classrooms onto a high-quality instructional materials (HQIM) curriculum. The chosen K–8 curriculum for many schools is Illustrative Mathematics, a problem-based program where students often discover procedures through structured exploration rather than being shown the algorithm first. This change is the biggest reason parents tell us "the math looks completely different from what I remember." It is not necessarily worse — but it is different, and it changes what "being behind" looks like.
The assessment. Every April or May, students in grades 3 through 8 take the New York State math assessment. Results are reported in four levels and arrive late in the summer. For 9th grade and beyond, the relevant assessments are the Algebra 1 Regents (typically taken in 8th, 9th, or 10th grade depending on track), the Geometry Regents, and the (now-phasing-out) Algebra II Regents. Statewide, only 55% of grades 3–8 students scored proficient (Level 3+) in math on the 2025 NYS assessment — meaning nearly half the state is behind by the state's own standard. That is the context to keep in mind when reading your child's results.
2. Reading the NYS Grade 3–8 math assessment (the most useful data point you have)
If your child is in 3rd grade or above, their NYS math score is the single most useful diagnostic you have. It is not perfect, but it is a standardized snapshot of where your child sits relative to grade-level standards. Levels mean:

Two practical interpretations for NYC families:
- Level 2 is the alarm bell. A Level 2 score is the most common "quietly behind" result, and it is the one most likely to be missed because the child is "passing" their report card. They are not. They are partially proficient on the state's own standards, and without focused intervention they will be increasingly behind by 5th and 6th grade when the curriculum compresses.
- Level 3 is the floor for general track. Level 4 is the floor for specialized track. If you are targeting Hunter College HS, the SHSAT, accelerated middle school (Anderson, Computer School), or AP Calculus by senior year, your child wants Level 4 consistently — not Level 3. A Level 3 student is on track for a fine public high school but typically not the specialized eight.
How to find your child's NYS scores. Log into NYC Schools Account (mystudent.nyc) and look under "Reports and Documents" — the Individual Student Report (ISR) from each spring is there. If you cannot find it, ask your school's parent coordinator. Every NYC public school student has one for every year they took the test.
3. Grades K–2: foundational warning signs
K–2 is before the NYS test, so you have less standardized data. That is exactly when small differences matter most — gaps caught now close in weeks, not years.
Kindergarten — what should be solid by June
- Counting to 100 by ones and to 100 by tens.
- Recognizing and writing numerals 0–20.
- Adding and subtracting within 10 (concretely and mentally).
- Identifying shapes (circle, square, triangle, rectangle, hexagon) regardless of orientation.
- Sorting and counting objects in groups.
Red flags: can count out loud but cannot match the count to the objects (one-to-one correspondence missing), reverses written numerals beyond mid-year, cannot answer "what comes after 7" without counting from 1.
1st grade — what should be solid by June
- Adding and subtracting within 20 fluently (within 10 should be automatic).
- Understanding place value to two digits (knows 47 means 4 tens and 7 ones).
- Recognizing that the equals sign means "the same as" (not "and the answer is").
- Telling time to the half-hour. Measuring objects with non-standard units.
Red flags: still using fingers for sums within 10 by spring, cannot complete "9 + ? = 15" type missing-addend problems, gets confused when the equals sign appears in the middle ("8 = 5 + ?").
2nd grade — what should be solid by June
- Adding and subtracting within 100 (with regrouping, mental and written).
- Recognizing odd vs. even.
- Understanding place value to three digits.
- Beginning multiplication concepts via equal groups and arrays.
- Telling time to the nearest 5 minutes. Counting money.
Red flags: cannot subtract 15 from 32 without writing it out, gets the steps of regrouping wrong consistently, cannot answer "how much is two quarters and a dime" without help.
4. Grades 3–5: where most gaps first appear
This is the watershed. Multiplication, division, fractions, and decimals all land in 3rd–5th grade, and this is where the math curriculum first starts to require automaticity (instant recall) rather than recomputation. Students who fall behind here typically stay behind unless something changes. These are also the years the NYS Grade 3–8 math assessment first kicks in.
3rd grade — the multiplication year
- Multiplication and division within 100 fluent (times tables through 10 by end of year).
- Understanding fractions as numbers on a number line (1/2, 1/3, 1/4 placement).
- Area and perimeter of rectangles using multiplication.
- Solving two-step word problems with the four operations.
Red flags: still doing skip-counting to find 6×7 by spring, cannot identify which is larger between 1/3 and 1/4, gets stuck on word problems with two steps.
4th grade — the fractions year
- Multi-digit multiplication (3-digit by 1-digit) and long division (4-digit by 1-digit).
- Adding and subtracting fractions with like denominators.
- Equivalent fractions (knows 1/2 = 2/4 = 3/6 = 50/100).
- Recognizing factors and multiples; prime and composite numbers up to 100.
Red flags: cannot reduce 6/8 to 3/4 without prompting, confused about which is bigger between 1/3 and 2/5, cannot do 24 × 13 on paper, avoids long division.
5th grade — the decimals + operations year
- Operations on fractions including mixed numbers (add, subtract, multiply, divide).
- Operations on decimals to the hundredths.
- Volume of rectangular prisms.
- Coordinate plane (first quadrant), graphing ordered pairs.
- Order of operations (PEMDAS) without grouping symbols and with simple grouping.
Red flags: cannot do 2/3 ÷ 1/4 or 3.5 × 2.4 without serious confusion, cannot plot (3, 4) on a coordinate plane, applies PEMDAS wrong (does addition before multiplication).
The 5th-grade red flag families miss most often. A child can earn a Level 3 on the NYS math assessment in 5th grade and still be missing fraction operations cold. The test is broad and forgiving — your child can score Level 3 and still walk into 6th grade unable to add 1/3 + 1/4. Ask their teacher directly: "Can my child confidently add, subtract, multiply, and divide fractions?" If the answer is anything other than "yes," that is the work for the summer before 6th grade.
5. Grades 6–8: the SHSAT and Algebra 1 fork
This is where NYC math splits into two real tracks: students on the accelerated path (taking Algebra 1 in 8th grade, sitting for the SHSAT in November of 8th grade, aiming at the specialized high schools) and students on the general path. Both are legitimate, but they require different baseline skills entering 6th grade. The gap that was a 6-month delay in 5th grade becomes a 2-year delay by 8th if untouched.
6th grade — the proportions and negatives year
- Ratios and proportional relationships.
- Operations on rational numbers (including negatives).
- Expressions with variables (single-step equations).
- Area, surface area, volume of triangles, quadrilaterals, and 3D figures.
- Statistics: mean, median, mode, range, dot plots, histograms.
Red flags: cannot solve "x + 7 = 12" without trial and error, confused by negative numbers ("which is greater, -5 or -2?"), cannot set up a ratio from a word problem.
7th grade — the percents and pre-algebra year
- Percent applications (markup, discount, tax, simple interest).
- Operations on all rational numbers (positive, negative, fractional, decimal).
- Solving two-step equations and inequalities.
- Circles: circumference and area.
- Probability (simple and compound events).
Red flags: cannot solve "2x − 5 = 17" cleanly, confused on percent change (drops vs. increases), cannot calculate 15% of 80 mentally.
8th grade — the Algebra 1 year
- Linear functions (slope, y-intercept, slope-intercept form).
- Systems of equations (by substitution and elimination).
- Exponents and radicals (square roots and cube roots).
- Pythagorean theorem applications.
- Geometry of similar figures, transformations.
- Functions: input-output, function notation, evaluating.
Red flags: cannot graph y = 2x − 3 without a table of values, cannot solve a system like {x + y = 5, 2x − y = 1} cleanly, confused on the Pythagorean theorem when triangle is not drawn.
The SHSAT signal. If your child is targeting the SHSAT, they should be earning Level 4 on the 6th and 7th grade NYS math assessments. A Level 3 in 7th grade with SHSAT in November of 8th grade is workable but tight — it means content gaps still need to close while strategy practice ramps up. A Level 2 in 7th grade with a Stuyvesant target requires honest reset: either compress aggressively over the summer or shift target schools to Brooklyn Tech, Staten Island Tech, or Brooklyn Latin where cutoffs are 15–55 points lower.
6. Grades 9–12: Regents, AP Calc, and the college math track
NYC high school math is organized around the Regents pathway: Algebra 1 Regents (taken in 8th, 9th, or 10th depending on track), Geometry Regents, and Algebra II Regents (with Algebra II Regents phasing out — the last administration is January 2026 per NYSED). Students aiming for selective colleges typically take AP Statistics or AP Pre-Calc by 11th and AP Calculus AB or BC by 12th.
9th–10th grade — Algebra 1 / Geometry Regents
On track: passing each Regents with a score of 85+ on first attempt. Behind: failing the Algebra 1 Regents (below 65) is the most serious math warning sign in high school — it predicts a high likelihood of difficulty in Algebra II, Pre-Calc, and Calculus. A 65–74 is technically passing but means foundational gaps remain.
11th grade — Algebra II / Pre-Calculus
On track: comfortably handling logarithms, trigonometric identities, sequences/series, and function transformations. Behind: avoiding word problems, leaning on the calculator for routine algebra, blank stare on basic trig (sin and cos of standard angles).
12th grade — AP Calculus AB or BC
On track: clear on limits, derivatives, integrals, applications. Behind: struggling with algebra inside the calculus problems (most "calculus difficulty" in 12th grade is actually undiagnosed algebra weakness from 9th).
7. What is NOT being behind (common false alarms)
Frustration on a hard word problem. Productive struggle is the entire point of the Illustrative Mathematics / NYC Solves curriculum. Tears once a month over a problem set is normal. Tears five nights a week is not.
Confusion the first time a new topic appears. Fractions in 3rd grade, negatives in 6th grade, logarithms in 11th grade — every one of these will produce two to three weeks of confusion. Confusion that persists past one report card period is the signal.
Asking for help on homework. A child who needs occasional help is normal. A child who cannot do any of the problems independently is behind.
Slow speed. Some students are deeply accurate but slow. That can be a sign of strong reasoning rather than weakness — but only if accuracy is high. Slow plus inaccurate is behind. Slow plus accurate, especially in elementary years, is fine.
"I hate math." Most NYC kids say this at some point. The question is whether the feeling is tied to specific recent struggle (recoverable) or persistent over years (a real gap). Ask: "What part of math do you hate most?" If the answer is specific (long division, word problems, fractions), that is solvable. If the answer is "everything," there is more work to do.
8. What to do next (in NYC)
1. Pull the NYS report. If your child is in grades 3–8, log into NYC Schools Account and find the most recent ISR. Look at the level and the sub-scores by domain (some reports break out Number & Operations vs. Algebra vs. Geometry vs. Statistics). Sub-score weakness tells you exactly where to start.
2. Have a 10-minute conversation with the teacher. Ask three specific questions: (1) Which major-work topics has my child mastered? (2) Which are still developing? (3) What would you recommend for summer practice? Teachers love this conversation; they get asked it less often than they should.
3. Run a 20-minute diagnostic at home. Pick a sample of grade-level problems (the NYS test website releases sample items each year — totally free) and time your child on 10–15 problems. Count both accuracy and time. If accuracy is below 70% on grade-level material, there is a real gap.

5. If the gap is real, act this summer. Summer is the most efficient time to close math gaps because the school-year curriculum is paused. A 10-week summer cohort can close 6–9 months of grade-level gap when started in early June. Waiting until October to address a gap identified in spring report cards typically means losing the fall semester to the same struggle.

How do I find my child's NYS math assessment results?
Log into NYC Schools Account at mystudent.nyc. Look under Reports and Documents. The Individual Student Report (ISR) is there for each year your child took the test, going back to 3rd grade.
My child gets straight 3s and 4s on their NYC progress report. Are they fine?
Probably fine for general-track high school. Possibly not fine for specialized track (Hunter, SHSAT, Anderson, Computer School). NYC progress report grades are calibrated to the average NYC student, not to the top quartile. If your aspirations are above average, calibrate against the NYS Level 4 standard, not against the report card.
My child is at PS 87, PS 199, or another high-performing UWS elementary. Should I worry about being behind?
Yes, in a specific way. Top UWS elementaries (PS 87, PS 199, PS 9, The Anderson School, Special Music School) have classmates who are well above grade level. A child who would be on track in most NYC schools can feel and look "behind" relative to UWS peers. That is real, and it does affect middle school placement and the SHSAT trajectory. The fix is not to dismiss the worry but to define "on track" against your actual goal (Hunter? SHSAT? AP Calc by senior year?) rather than against the local peer group.
Does NYC Solves / Illustrative Mathematics cause math gaps?
No — when implemented well, it produces deeper conceptual understanding. The challenge is variable implementation across schools and within schools. If your child's school has experienced teachers who are well-trained on the curriculum, the conceptual approach is excellent. If the implementation is inconsistent (substitutes, teacher turnover, packets handed out instead of structured discussion), the curriculum can leave gaps. Ask the teacher how confident they are with the curriculum and whether your child seems to be following the structured discovery sequence.
Is my child too young for tutoring?
Most students benefit from small-group support starting around 3rd–4th grade. Before that, the right intervention is usually conversation-based math at home (counting, comparing, sorting, store-bill math) rather than formal tutoring. What if my child has been identified with a learning difference (dyscalculia, ADHD)?
Get a neuropsychological evaluation first if you have not already. Tutoring without an understanding of the underlying learning profile can produce frustration on both sides. Once you have a profile, small-group instruction with an experienced teacher who has worked with that specific learning difference is highly effective. How long does it take to close a math gap?
Gaps of 3–6 months close in 8–12 weeks with consistent small-group work (5–7 hours per week). Gaps of one year close in 4–6 months. Gaps of two years close in 8–12 months. The earlier the intervention, the cheaper and faster the recovery.
